Okay, not completely free, but Ansca Mobile just did something huge — they removed the 30-day limit on the trial version of Corona SDK. That means you can take as long as you want to play with it before actually paying.
You could create an entire game using the simulator and then when it’s done and ready to be submitted to the App Store, pay your money and do a build for your device.

I mean after completion of game should i pay to corona for getting approval and submission on app store or what?

Yes, after completion of the game, you have to pay to submit it to the app store…
Xcode (iOS SDK) was a lot better comparatively as it takes only $49 to buy “Xcode” and $99 to submit to store. On Corona it takes $199 to buy it and then $99 additional cost for submitting it to store. $148 for Xcode < $298 for Corona
But Corona is a cross platform SDK, so this is actually better…
